Pay for your water, sewer and trash/recycling service using one of our convenient options.

  • Pay OnlineYou can pay your bills online using the Citizen Self-Service portal. If you haven’t used this service before, please follow these instructions (PDF) to create a new account.
  • Drive-Thru Payments: If you are paying by check or money order, you may drop your payment in the Utility Billing drop box located at Allen City Hall (305 Century Parkway) near the front flagpole. Do not drop off cash payments.
  • Pay by Mail: You can mail your check or money order to City of Allen Utility Billing, P.O. Box 734802, Dallas, TX 75373-4802. Please include the payment stub found at the bottom of your bill. Do not mail cash payments.
  • Pay in Person: Customers can pay in person at the Customer Service windows at Allen City Hall, first floor.

Automatic bank draft

Residents can pay utility bills through easy and convenient automatic bank draft. The amount owed is withdrawn automatically from a checking or savings account. Because payment is automatic, there are no late fees or postage costs. Residents continue to receive a monthly statement showing current charges. Customers can enroll, update or cancel an automatic bank draft by using the online Citizen Self Service portal.

Account information and Public Records Requests 

The state of Texas prohibits the release of any utility account information without a customer’s specific written permission. Effective June 18, 2021, City utility customers who wish “opt in” for release of other account information such as water consumption, late payments or water cutoff history must complete an online form and submit proof of identity at the Utility Billing customer service windows at Allen City Hall. 

For those who wish to keep their account information private, no action is required. All accounts have been marked as private as of June 2021. Information which cannot be identified with names or addresses can still be released.

Senior Trash Discount

Allen Residents age 65 and older may be eligible for a 20% waste service discount. Discount is effective on the first billing period after the application is approved. See qualifications and download an application

Utility bill averaging

Eligible City of Allen utility customers who opt in to the City’s Average Utility Billing program (also known as Budget Billing) can pay the same amount for their water each month over an 12-month period. Charges and credits from the previous 12 months are distributed evenly over the next 12 monthly bills. Your new bill average will also go up or down, depending on how much water you used in the previous year. If you cancel utility service within the budget billing year, your final bill will contain the balance of your settle up charge/credit.

Prior to Sept. 1, 2022, customers would “settle up” their accounts in the 12th month. Customers who used more water than the averaged amount would receive a one-time charge for that use. Customers who used less water would receive a one-time credit. This billing process is no longer offered.
