Fee changes for utility services approved Sept. 27, 2022
Customers who pay for water, sewer and trash/recycling services through the City of Allen will see slightly higher rates for services used on Oct. 1, 2022 and beyond. Watch the Sept. 27 City Council presentation explaining the new rates
The changes were approved by Allen City Council to reflect rising costs of services caused by several factors including inflation, the maintenance of aging infrastructure and wholesale costs charged by NTMWD.
- Waste service rates (as of Oct. 1): The monthly fee for basic residential solid waste services—which includes trash, recycling and household hazardous waste collection—will increase by $1.50. Residents who have extra trash or recycling carts will see a 9.62% increase to this additional collection fee. To help offset costs for Allen seniors, residents ages 65 and over can apply for a Senior Trash Discount, which reduces the monthly fee for basic waste services by 20%.
- Water and sewer rates (as of Nov. 1): An adjustment in water and sewer rates will result in an increase of approximately $11.52 per month for residential customers who use 10,000 gallons of water per month. The average residential water use in Allen in 9,168 gallons per month, so 10,000 gallons is used as a benchmark for measuring the impact of water and sewer rate increases. - Drainage fee rates (as of Oct. 1): Residential drainage rates, last raised in 2017, will remain unchanged at $3.50 per month. Commercial drainage rates will increase to assure a more fair distribution between residential and commercial fees.
Despite the water and sewer rate increases, Allen’s residential and commercial water rates remain among the lowest among the cities that get their treated water and wastewater treatment services from NTMWD. Learn how your water rates pay for more than water

Charges for Outdoor Trash Enclosures with Sanitary Sewer Drains
- Single Enclosure (approximately 10 feet by 10 feet) - $19.92 per month
- Double Enclosure (approximately 10 feet by 20 feet) - $39.85 per month
- Enclosures of varying sizes - $0.1992 per square foot of enclosure area per month
- The City Manager or their designated representative is authorized to subjectively reduce these charges by up to 50% for trash enclosures that are designed with roofs, sidewalls, and final surrounding surface grades that effectively stop the introduction of storm water into the enclosures.
